Cesar is an innovative, hands-on executive with many years of successes in leading design, development, support, and operations of technology products and services, as well as growth through mergers and acquisitions. He is a results-oriented visionary with a unique background in software engineering, architecture and design. After graduating from Rice University in Houston, TX, Cesar has worked in the commercial sector in both established and start-up companies in the high-tech industry in software and hardware.  He has utilized his expertise in a variety of sectors, including financial technology, health big-data solutions, state government procurement products, and currently provides federal government data solutions at NASA.
